The damage of this skill is no longer split between game modes and will now use the higher 50% damage increase in all modes. Increased damage by 50% in PvP and WvW. But that was for Season one which was last year. The way Season two works it doesn't matter. There's no benefit to logging in on a lower level character first after the weekly reset not in the current game build. For me it's Tuesdays at 5 am PST, though when Daylight Savings ends it moves to 4 am.

This. Assume that the OP does his dailies in Arizona at 5:00 PM MST on Monday, then travels to the East Coast of U. S. At 5:00 PM EDT Tuesday, the daily is still not available, as the reset won't be until 8:00 PM EDT. So, he waits and does Tuesday's dailies on Wednesday at 5:00 PM EDT.
